Scope
Any individual on Indiana University property, including but not limited to students, faculty, staff, vendors, visitors, and members of the public.
Policy Statement
- The purposes of this policy are to protect the public health and welfare by prohibiting smoking and the use of tobacco products, including electronic smoking devices (ESDs), on all Indiana University campuses and to encourage a healthier, more productive living/learning environment for all members of our campus community.
- The use of tobacco products, including ESDs, is prohibited in all Indiana University facilities, property, and vehicles, owned or leased, regardless of location. Tobacco use is prohibited in any enclosed place, including, but not limited to, all offices, classrooms, hallways, waiting rooms, restrooms, meeting rooms, community areas, performance venues and private residential space within Indiana University housing. Tobacco use is also prohibited outdoors on all campus property, including, but not limited to, parking lots, garages, paths, fields, sports/recreational areas, stadiums, and in any vehicle parked on university owned, operated, or leased property.
- Ashtrays or other smoking receptacles are prohibited on all Indiana University property.
- The promotion and sale of tobacco products is prohibited on all Indiana University campuses.
- No tobacco-related advertising or sponsorship shall be permitted at Indiana University-sponsored events, or in publications produced by the university. For the purposes of this policy, "tobacco related" applies to the use of a tobacco brand or corporate name, trademark, logo, symbol, or motto, selling message, recognizable pattern or colors, or any other indicia of product identical to or similar to, or identifiable with, those used for any brand of tobacco products or company which manufactures tobacco products.
- No tobacco products or paraphernalia shall be sold or distributed as samples on Indiana University property.
- Policy Communication & Signage
- A copy of the policy, frequently asked questions, and compliance information will be posted on the Tobacco-Free IU website.
- Announcements concerning the policy and any changes to it will be posted on the Indiana University Policies website, the Tobacco-Free Policy website, and internally communicated through IU Studios, in student and employee orientations, handbooks, and vendor contracts to insure that everyone fully understands the policy.
- Signs prohibiting the use of tobacco products shall be posted at all public entrances using window clings.
Reason for Policy
Indiana University is concerned about the toll that tobacco use has on the health and well-being of the university community. As a public institution of higher education with units that research and treat the effects of tobacco use, Indiana University believes it has an obligation to exercise leadership by promoting a healthy, tobacco-free environment for its students, faculty, staff, vendors, and visitors. Indiana University is committed to providing a supportive environment through education on the public health effects of tobacco, and providing cessation resources to assist individuals who wish to quit.

- Compliance
Compliance with this policy will depend on the cooperation of all students, faculty, staff, vendors, visitors, and members of the public not only to comply with the policy, but also to encourage others to comply, in order to promote a healthy environment in which to work, study, and live. Civility and respect are expected by all members of the university community in regards to this policy. Compliance is achieved through education, awareness, and providing cessation support to those who desire to stop using tobacco products. Leadership, human resources, building managers, wellness coalitions, IUPD cadets, and student volunteers will be trained as campus policy ambassadors.

Definitions
Indiana University Property: Buildings, grounds, and land that are owned by Indiana University or controlled by Indiana University, via leases or other contractual arrangements; parking lots and parking garages owned, operated and leased by Indiana University.
University Vehicle: Any licensed vehicle owned, leased, or rented by or for Indiana University.
Tobacco Product: Any substance containing tobacco leaf, including but not limited to, cigarettes, electronic smoking devices, cigars, pipe tobacco, hookah tobacco, snuff, chewing tobacco, dipping tobacco, bidis, blunts, clove cigarettes, or any other preparation of tobacco; and any product that is manufactured, sold, offered for sale, or otherwise distributed with the expectation that the product or matter will be introduced into the human body by inhalation; but does not include any cessation product specifically approved by the U.S. Food and Drug Administration for use in treating nicotine or tobacco dependence.
Smoking: Inhaling, exhaling, burning, or carrying any lighted or heated cigar, cigarette, pipe, hookah, or any other lighted or heated tobacco or plant product intended for inhalation, including marijuana, whether natural or synthetic, in any manner or in any form. Smoking also includes the use of an electronic smoking device that creates an aerosol or vapor, in any manner or in any form.
Electronic Smoking Device means any product containing or delivering nicotine or any other substance intended for human consumption that can be used by an individual in any manner for the purpose of inhaling vapor or aerosol from the product. The term includes any such device, whether manufactured, distributed, marketed, or sold as an e-cigarette, e-cigar, e-pipe, e-hookah, or vape pen, or under any other product name or descriptor.
Hookah means a water pipe and any associated products and devices which are used to produce fumes, smoke, and/or vapor from the burning of material including, but not limited to, tobacco, marijuana, shisha, or other plant matter.

Repeated violations of the policy by any individual will be referred to the appropriate administrative office for review and corrective action: for academic employees, the campus office of academic affairs; for staff, University Human Resources; and for students, the campus office of student life.
History
In February, 2007, the Trustees mandated that smoking and the sale of tobacco products would be prohibited on all university property no later than January 1, 2008. The policy was revised in 2013 to add to the list of prohibited products, refer to Indiana state law enacted in 2012, and to reformat the policy into the IU template. The policy was revised in 2020 to remove exceptions.
